This is more than likely caused by a lack of power but could indicate other problems too..

Blue Star AC Thermostat not set properly
Blue Star AC Emergency switch or shut-off switch turned off
Blue Star AC Blown fuse in panel box
Blue Star AC Circuit breaker tripped or off
Blue Star AC Outdoor disconnect turned off
Blue Star AC Off on outdoor reset button
Blue Star AC Unit locked out (reset by turning off then turning back on)
