This is more than likely caused by a lack of power but could indicate other problems too..

Carrier AC Thermostat not set properly
Carrier AC Emergency switch or shut-off switch turned off
Carrier AC Blown fuse in panel box
Carrier AC Circuit breaker tripped or off
Carrier AC Outdoor disconnect turned off
Carrier AC Off on outdoor reset button
Carrier AC Unit locked out (reset by turning off then turning back on)
